This report covers reducing the impacts of construction traffic with the Construction Logistics and Community Safety (CLOCS) Standard.

There is a pressing need to regulate the impact that construction vehicles have on UK roads and towns. Delivery trucks and heavy goods vehicles related to construction are responsible for a huge proportion of collisions with pedestrians and cyclists, while also being a major cause of congestion in developing urban areas in the UK. Planning has a role to play in mitigating the impact of these vehicles with the assistance of the CLOCS Standard.

CLOCS stands for Construction Logistics and Community Safety. It is a voluntary standard designed to ensure that construction related vehicles operate in the safest way with the smallest local impact. This practice advice note explains the CLOCS Standard and provides a roadmap for planners to implement it into their planning policy and permissions. It explores the specific methods for embedding the Standard in planning in England, Scotland, Wales and Northern Ireland illustrated with best practice case studies.
