RTPI calls for clarity and resources following Plan-making reforms announcement

Picture of plannersThe RTPI emphasised the need for a clear transition period and sufficient funding to help planners manage their new responsibilities after the government's recent Plan-Making Reforms announcement.

The RTPI has called for a long-term strategy to address the ongoing underfunding and understaffing of local planning teams. The Institute laid out proposals, which include a whole-system resourcing audit to understand the capacity and pressure placed on the Planning system.

Research from the RTPI has shown that public spending on planning dropped by 16% from 2009 to 2022. Reforming the planning system without addressing these capacity issues risks losing out on over £70 billion in potential value.

Dr. Victoria Hills, Chief Executive of the RTPI, said: “Since coming into power, the Government has rightly put planning at the heart of its growth agenda. We welcome a focus on helping communities to better engage in the local plan making process. But if planners are to deliver the government’s ambitions, they’ll need to be backed by the necessary resources and clear guidance to deliver sustainable, vibrant communities for everyone.”

The RTPI will respond with a detailed analysis of the consultation outcome in the coming week.
