Cathy Hall is a Planning Director in Stantec UK’s Community Development team, with nearly 15 years’ experience in planning, property, and infrastructure consultancy. She currently focuses on work related to strategic planning and routes to delivering development across the UK, focusing particularly on bridging the gap between infrastructure and planning, placing delivery both in practical and viability terms, at the heart of her approach. Key projects include the successful New Routes to Good Growth Housing and Infrastructure Fund bid on behalf of Medway Council, the East Midlands HS2 Interchange Development Infrastructure Funding Study which looked at opportunities for deliverable growth around the planned Toton station, the South Essex Strategy Growth Locations Study as a key piece of evidence for the emerging Joint Spatial Plan and the forthcoming Ebbsfleet Central planning application which will form the heart of the Garden City.

Jonathan is a Landscape Architect and Urban Designer. He started working in PCC in 2003 initially as an Urban Designer inputting into major development proposals and policies, and since 2011 in the newly formed Low Carbon City Team, including in the establishment of Plymouth Energy Community, delivering solar PV over 38 schools and buildings and Ernesettle Community Solar Farm, as well as the development of PCC planning policies in relation to energy and carbon reduction, negotiation on planning applications and involvement on the district energy projects, including HeatNet NWE EU Interreg project and decarbonisation of heat, including SUNPeople Channel Interreg project, exploring heat pumps and solar.

As a chartered planner Allan leads on housing and economic growth for Anglian Water Services, RTPI’s 2020 Planning in-house team of the year award winner and a leading water utility serving 6 million customers in the East of England, one of the fastest growing but driest parts of the UK.
Most recently Allan has been leading the creation of a cross-utility partnership to help co-ordinate infrastructure delivery and long-term planning to support a green recovery across the OxCam Arc.
Allan has extensive experience in strategic planning policy, infrastructure and sustainability across public and private sectors. Allan is also fellow of the Royal Geographical Society and has an MBA from Warwick Business School.

Madalina is the Head of Infrastructure at City Hall in London. After joining the Greater London Authority (GLA) in 2013, Madalina delivered London’s first long term infrastructure plan. Her team now performs both a policy and delivery function and has a focus on driving innovation in the sector.
Prior to joining the GLA, Madalina worked at J.P. Morgan Chase in the Debt Capital Markets division advising corporates and financial institutions.
Madalina holds a degree in Spanish and Economics from Wesleyan University and a MSc in Local Economic Development from the London School of Economics and Political Studies. She lives in London with her husband and two children.
