Research description

It is widely understood that national and local planning policy plays an important role in addressing sustainability objectives and reaching renewable energy targets. As a new regional tier in planning policy in Wales is brought forward through SDPs, and low carbon homes are becoming more widely accepted and innovative, it is important to understand how decarbonisation and regional planning can complement one another to produce sustainable regional objectives, including the delivery of LCH, to target and address the climate emergency. The overarching question of this research is ‘does a regional tier in planning policy hold the potential to deliver LCH in Wales and, if so, what could aid this delivery?’ The purpose of this study was threefold; to identify to what extent current planning policy is sufficient in delivering LCH; to examine the role a regional tier could provide in delivering LCH; and finally, to identify which principles could help maximise the delivery of LCH under a regional planning framework.
