The Planning Aid England (PAE) team consists of three staff members reporting to RTPI Director of Professional Standards and Development, Rosslyn Stuart. Working together, PAE staff are responsible for the administration and delivery of the PAE service across England. Each member of the team brings their own unique skill set and experience and is fully committed to developing and delivering PAE activity to communities across England.
Rosslyn Stuart, Director of Professional Standards and Develoment
Rosslyn joined the RTPI in March 2014. She has a wealth of experience in senior management having held positions with English Heritage as a Planning and Development Director, with local authorities specialising in regeneration, development and heritage, and most recently with the Greenwich Foundation.
Chris Pagdin, Planning Aid England Manager
Chris recently joined the RTPI as Planning Aid England Manager after over 30 years as a planner and senior manager spanning local and central government and consultancy. Prior to joining the RTPI he was Service Director: Planning and Transportation at Luton and before that Head of Planning and Development at Watford. Chris also spent 10 years in central government drafting national planning policy (for instance on PPG13 Planning and Transport and the circular on affordable housing) and good practice guidance including on vital and viable town centres; using density in planning and the use of travel plans in planning.
Brian Whiteley, Planning Aid England Advisor
Brian joined PAE in January 2014. He has over 39 years' experience as a planner in local government, working for a range of authorities primarily on planning policy and waste planning, and has led planning teams at LB Waltham Forest, LB Newham and LB Hillingdon.
In addition to delivering the PAE Advice Service and co-ordinating casework, Brian works closely with three regional volunteer task groups to deliver PAE services in the South East, North West and East of England regions. Contact Brian by email.
Holly McLaren, Planning Aid England Co-ordinator
Holly joined PAE in October 2015. She has worked in the charity sector for eight years, most recently as Education Services Manager at pfeg/Young Enterprise, and previously as part of the education teams at the RTPI and the Royal Geographical Society.
Holly's current role involves co-ordinating casework, working closely with three regional volunteer task groups to provide PAE services inthe South West, London and Yorkshire, and delivering specific projects.
